Or visit keyboard or mouse manufacturer’s website and download the latest drivers for your keyboard or mouse. This is especially important for a high-end gaming keyboard, mouse and other peripherals such as those from Razer, SteelSeries, Logitech and Corsair. Then uninstall the currently installed driver from device manager and restart windows. On next login install the latest keyboard & mouse driver and check it worked.

Disable Fast Startup

Also Some users recommend Disabling Fast startup feature or Changing Power Management Settings help them to fix keyboard and mouse not working on windows 10
You Can also apply these options to check it may work for you. To Disable Fast startup open power options from control panel-> Choose what the power buttons do -> Change settings that are currently unavailable -> then Uncheck “Turn on fast startup” and click on Save changes.
To Changing Power Management Settings Open device manager -> expend keyboards -> double click on the installed driver to get its properties. Move to power management tab and uncheck option “Allow this device to wake the computer” Do the same for with mouse.
